Key qualifications

Stein-Erik is a senior evaluator. He has over 30 years of experience in carrying out multidisciplinary policy and programme evaluations and setting up performance based management systems.

Stein-Erik has extensive experience leading multi-disciplinary evaluations as a team leader and has in-depth knowledge of evaluation principles and methods and standards. His work includes conducting studies on evaluation methodology and quality, developing methods of quality control, working on the use of evaluation, working on impact assessment and evaluation under conditions of complexity.

In addition to his evaluation expertise, his in-depth understanding of organisation theory and institutional development has led to assignments across many sectors. His interest has in particular been in the analysis of governance and leadership, organisational structures and processes, and in particular coordination and networks. He has carried out a broad range of organisational reviews NGOs, for UN and bilateral agencies.

His expertise and knowledge of research, research capacity building and support to universities or research institutions include assignments such as the evaluations of Swedish support to research and capacity building at University of Dar es Salaam in Tanzania and Makerere University in Uganda. He completed this year a study for the Expert Group for Aid Studies (EBA) in Sweden on “Exploring donorships. Internal factors in Swedish aid to Uganda”.
